Do you need planning permission to convert a garage?
Usually not. Converting the inside of an attached or integral garage into a habitable room is internal work, and internal works to a house do not generally need planning permission. Filling in the garage door and fitting a window in its place is normally accepted as part of that, provided the materials keep in step with the rest of the house.
The exceptions are where the money goes. Many modern estates were approved on condition that garages stay garages — the condition sits on the original planning approval, not your deeds, and nothing will remind you it exists. Enlarging while you convert, altering the roofline, listed buildings, conservation-area frontages, and turning a detached garage into a separate dwelling all need permission too. The honest flag, as ever: planning and building regulations are separate systems. A garage conversion needs building regs approval — insulation, damp-proofing, ventilation, escape windows — even when no planning application is needed at all.
